Zelenskyy Calls for EU to Employ Seized Russian Funds for Ukrainian Defense Support
Amid ongoing meeting talks, President Zelenskyy has insisted EU leaders to execute measures utilizing seized Russia's funds to support Ukraine's military operations "without delay".
Urgent Decision Required
Speaking to European Union leaders in the EU capital on Thursday, the Ukrainian leader highlighted the crucial requirement to completely employ Russia's funds for his country's defense against ongoing hostilities.
"Whoever procrastinates this determination is not only hampering our defence but also slowing down your own progress," he stated, promising that Ukraine would invest considerable funds in purchasing European weapons.
European Union Funding Initiative
EU leaders are presently considering initiatives to support an interest-free financial package for the country backed by Russian state resources, which were blocked immediately after the extensive military incursion.
EU commissioners has proposed a substantial financial non-interest assistance, with likely directives to draft detailed legal documentation intending to complete the initiative by the end of the year.
International Responses
Russian authorities has described the scheme as "appropriation" and has pledged to pursue any entities or nations deemed to have taken Russia's money.
Brussels authorities, which hosts substantial Russian assets at Euroclear, representing 86% of all Russia's state assets within the EU, has voiced apprehensions about the proposal.
"When you want to proceed, we will have to move collectively," commented the Belgian leader, emphasizing the need for safeguards that all member states would share the financial burden if Moscow tried to recover its assets.

Approximately a third of Russian state assets are located outside the EU, including in Japan (€28 billion), the UK (€27 billion), Canada (€15 billion) and the America (4 billion euros).

Political Challenges
Hungary, recognized for its pro-Russian position, has repeatedly postponed European Union sanctions and although it has never attempted to veto them, its anti-Ukraine statements raise questions about ongoing endorsement.
Hungarian Prime Minister missed the Ukraine-related discussions to attend events in Budapest marking the historical uprising.
Latest Measures
Previously, the European Union endorsed its latest package of sanctions against the Russian Federation, addressing liquefied natural gas for the first time.
This move followed comparable measures by the United States, which implemented sanctions on the Russian primary oil firms, the energy giants.
Confidence in Agreement
Despite ongoing wrangling over the compensation loan, multiple representatives voiced assurance in attaining an agreement.
"At this summit we will take the strategic resolution to guarantee the monetary needs of Ukraine from 2026 to 2027," affirmed a senior European representative, labeling the remaining work as "procedural matters".
Latvia's prime minister commented that an accord on the loan would strengthen Zelenskyy in any possible negotiation discussions.
Peace Possibilities
The Ukrainian authorities has minimized information of a 12-point resolution proposal that emerged earlier, suggesting it was the initiative of "certain allies" seeking to counter "a proposal from the Russian government".
The Ukrainian president highlighted that the Russian government has demonstrated no evidence of desiring to terminate the hostilities, citing recent bombings on non-military areas.
"Additional measures on Russia and they will sit and discuss and I believe this is the strategy," he stated.
